Error messege on settings.php

every time i change something to preferens, i click "save changes" but it forward me to setings.php with this eror messege and did not save the settings i have made..
this error messege apear :

i am using f2s service.
everything run smoothly except settings.php..
i have tried to replace a new settings.php before but it also doesn't work.
