Encyclopedia hack for PHP-Nuke 7.0

This hack will allow users to submit Terms in predefined Encyclopedias
on your PHP-Nuke 7.0 website. The number of new Terms submitted by
users will then be seen in the admin's Waiting Content block. You
can either add the new Terms into your Encyclopedia or delete them
if not wanted.
Adaptation of William Wong's original hack modified to work with Nuke 7.0 with updated abstraction layer and points given to users that get their terms published.

The included admin groups file allows you to adjust how many points a user gets for published terms, these are edited through the User Groups admin link.
