Actually those are normal story blocks, i just modified the look a bit to make it look similar to the new Topics module and to have a different look from other sites that may be using the same theme.

When adding new blocks or editing existing ones you will get the option to place them in the center up or down positions.

Maybe you are not adding stories correctly, by default the latest stories published at the site will appear on the homepage if you have the News module set as the homepage module.
