Problem with moderating

I have had my forums up for a few years and have never really needed to give out moderator status out in the past until now. I have been having a problem doing so. I goto edit permissions for a person to give them access to moderate it and then I get an error when I hit submit. If you guys can take a look and see what you guys think I would appreate it.
