Yea, I tried that. When I set the option to 'Admin' and try creating a new user, I still get a activation email. As if there's something overwriting the Forum setting...
It has been awhile since I used a straight PhpBB. Please
explain what it is you are trying to do? Only have admins
be able to register accounts or disable new account activation?

in the admin panel www.yoursite.com/admin.php
click on "edit users."
