To get the time right do this goto your "Admin Panel" EG - admin.php then click "Forums" then "Configuration" look on the right it says "System Timezone" put it as -2 or what ever you want it to be, for the time on the main index.php screen I think its set by your server host but i'm not sure how to do it myself.

The only way I know how to change the time for the whole site is threw the "Your_Account" option by going to "Your Account" then selecting "Your Info" then change the timezone to what ever your timezone is

Is your operating systems time correct? I know with my linux machine i had to set the NTPDATE in order to get the correct time... I always sync'd with nasa but if you do a search on google you will find tons of world clocks to sync with... you may even find a addy for the atomic clock.
with linux i think the command is [user@dragunsrealm.com]# ntpdate ntp.nasa.gov
I was quite surprised to see how far out my system was.
