Hi,
Is there such a thing as a broadcast message that can be addressed to one specific user or a group of users?

I often need to send a private message but if the recipient doesn't refresh his page he doesn't see there is a new PM.

Basically, I need a kind of command that would alert the user to something, like a PM, new forum posting, invitation to chat, etc.
